sample="quota" bates="TIMN0350521" isource="ti" decade="1980" class="ui" date="19840923" AHD chron Meeting with NASBE 9/23/84 Some facts NASBE's 1985 budget justification document, submitted March 13, included 100 percent of the time the project director, at $49,000, 100 percent of the time of the project associate, $27,500 and 100 percent of the secretary, $19,000. We have had considerably less of their time and attention, which is easily demonstrated by all the missed deadlines and admission to me by both project director and associate of involvement in other projects. Examples of the former: -- Delivery of the Spanish HYD manuscript was three weeks late and type proofing delayed by the many copy changes made by the head translator, here in Washington, because he had not seen the document after its editing by another translator in Los Angeles. Meantime, because the original schedule called for booklets to be available by late August, our Hispanic newspaper advertising began Aug. 25, without mention of the Spanish version. -- Draft of the HYD workshop guide, little more than an obviously unedited first run through the project associate's typewriter, was a week late. Final manuscript, due July 30, is yet unseen. Payment schedule included $70,000 on "receipt of the workshop booklet draft June 30. It was paid in July. -- The evaluation survey questionnaire, really little more than what we had done last winter for a Silver Spring pilot, was delivered incomplete on July 22. Finished four weeks later, it has been in production for more than a month -- our fault, for once. But the schedule, set by NASBE, calls for completion of data collection by Sept. 30 and still to come is a small test run to check the questionnaire before the actual survey. Some facts about money Details on proposed format, distribution and use of workshop guide and conversation starter cards, both due for completion this year, were requested in June for TI 1985 budget estimating. I still have no detail, have had to guess at them for my budget documentation. Budget breakdown on the 1986 $300,000, requested from the project director in June, has not been delivered. I have informal agreement that it should include development of a second HYD book and the Blaunstein favorite, HYD parent tapes. (Blaunstein was not sure that the expenses of setting up the proposed state school board employee scholarship could be covered for only $300,000, but that's moot now.) Next 1985 TI payment to NASBE, $50,000, is scheduled for Sept. 30 "on completion of workshop booklet and of evaluation data collection," neither of which is anywhere near finished. Last $20,000 is due Nov. 30 (for a 1985 total of $280,000) on delivery of draft of the discussion cards, which at the rate they're going I doubt we'll see before yearend.
