GOODMAN OF COUNSEL January 26, 1989 MEMORANDUM TO COMMITTEE OF COUNSEL As previously reported, we expect the Department of Health and Human Services to submit its first report on ingredients, pursuant to the provisions of the 1984 Comprehensive Smoking Education Act, fairly early this year. Following preliminary discussion by the Committee of Counsel, we undertook the assignment of revisiting our memorandum of March 27, 1986, which had outlined a possible strategy for the cigarette manufacturers in responding to media inquiries following any authorized leaks of the list. There is enclosed a revised memorandum and supplementary materials for your consideration. The enclosed drafts have not been discussed with product liability counsel or the ad hoc group of company scientists who deal with ingredient matters. We, of course, welcome any suggestions that you have and suggest that the memoranda should be discussed at the February meeting of the Committee of Counsel.
