Because of the critical situation in Norway, we have concluded that the Frecker Report should be analyzed and critiqued by a group of incependent scientists who have the credentials to correctly assess the Barclay science. Our plan is for Tom Seim to ask Professor Passonan of the University of Helsinki to head such a group of scientists and to prepare a report that Mr. Seim would provide to the Tobacco Council land Dept. of Social Welfare in Norway. Of course, this report will be made available to you. I would appreciate your views on this by return telex. As you know, we are at a crucial juncture with Barclay on a number of fronts. Clearly, developments in any country will have no impact elsewhere. We thus ask that all developments, no matter how insignificant, be reported immediately.
