We have heard from other concerned smokers who have also taken the time to let FDA Commissioner Kessler know that they oppose his misguided plan to regulate cigarettes. The firestorm of opposition generated thus far will help the FDA, as well as members of Congress and President Clinton, know the depth of opposition to the FDA's proposal. Commissioner Kessler claims that these strict restrictions are necessary as a way to prevent minors from smoking. And while almost everyone, Philip Morris USA agrees that preventing minors from smoking is a worthy goal, the FDA's proposal goes so far in its restrictions that we believe the agency's true motive is to ban all cigarettes.
