Clements Attached for your critical examination is a draft paper, for potential use in various ways by the Institute and its members, entitled, "The Cigarette Controversy--Eight Questions and Answers". Also attached is a copy of a letter from Mr. David Hardy to Bill Kloepfer, with which he transmitted his final suggestions and comments about this draft, and a memorandum from Mr. Kloepfer to me which accompanied the draft paper. As you know, we have sought fro many, many months a suitable statement of our views in this matter. You and others have made comments from time to time on earlier efforts in this direction. Such comments have been carefully considered in the preparation of this paper. It now appears to me to be an informative and practical discussion of the issue from our standpoint. I anticipate that a number of suggestions may be made by you, your counsel and staff, or counsel and staff of the Institute, for use of this statement if it meets with your approval. Any such suggestions will be subject to appropriate clearances prior to any exploitation of this material. To facilitate discussion of this matter within each firm, I am taking the liberty of providing a copy of this communication to general counsel.
