I. D. A. grant by telephone on Wednesday, January 10, 1979. As you know, in view of the unavoidable late start of data acquisition at there was some question in our mind whether we should ask to extend the first year of the grant or request a budgetary carryover. On the basis of your advice we have decided to seek a substantial budgetary carryover. As we mentioned, we do not believe that the difficulty in getting the project started will require any substantial increase in the total cost of our research over the three-year period -- provided we have the flexibility to move funds from year to year. Our loss of Doctor Cohen's participation in this project, while placing an unexpected burden on Doctor Yanzler and me, has meant that Doctor Cohen's position did not require support during a relatively fallow period, and is therefore, available for carryover to the second and third years of the project, when the work load will be sharply increased.
