LESTER POLLACK: TOPAC By action dated January 30, 1976, the successors to the original organizers of TOPAC amended the By-laws of TOPAC. Those proposing the amendments (Jack Mills and Dick Brady of Covington & Burling) advised that they were largely unsubstantive, and called for by the technical amendments to the Federal Election Campaign Act. Copies of the approval, and the revised By-laws, are attached for your information. We advised Jack Mills that Curt's approval was revocable, and his signature conditional on our review of the matter further. Can we please discuss. In addition, at the request of Joe Cullman, TOPAC will furnish to the contributors a copy of contributions to TOPAC and disbursements by it -- both of which are public records. Arthur J.
