Dear Frank: Lester Pollack has called to my attention two bills introduced in the City Council of New York as follows: Int. No. 92, by Matthew Troy, to amend the administrative code in relation to the sale of tobacco to minors, i.e., to prohibit the sale or distribution of cigarettes to anyone under the age of 18 years; and Int. No. 165, by Messrs. Scholnick and Haber, to make cigarette vending machines in New York illegal. Lester also referred to No. 101 by Matthew Troy, which would require a health warning on vending machines. You are, as we were, aware of that bill. However, we have never discussed what action, if any, might be directed against it. When next we discuss City Council matters, I would appreciate knowing your views with respect to what steps we might be taking concerning the various City Council bills, in addition to a specific Lazar bill concerning advertising which we have been focusing on these last few weeks.
